Board Nominations
The 2011 board nominations are as follows:
LINDA FRANK
Director of Veteran and Military Education, Empire State College
Nominated for President Elect
Ms. Linda Frank is the Director of Veteran and Military Education at Empire State
College where she manages military and veterans education programs and services
across the college’s 35 locations, including the Center for Distance Learning, which
serves students online in New York, nationally and internationally. Ms. Frank previously
served as Director of Corporate and Military Programs in the college’s Center for
Distance Learning for more than a decade, where she was responsible for the operations
of all military programs including eArmyU, GoArmyEd, the Career Non-Commissioned
Officers (NCO) Degrees Program, Navy College Program Distance Learning Partnership
(NCPDLP), and the Air Force’s Air University Associate to Baccalaureate Cooperative
(AU-ABC).
In addition to overseeing the daily operations of several programs, Ms. Frank works
to raise awareness of our service members and veterans’ services to our country.
She voluntarily coordinates an Adopt-a-Platoon program at Empire State College,
and has organized several shipments of packages to deployed platoons. She was recognized
for her service and contribution to the college in 2006 when she was named the recipient
of the Empire State College Foundation Award for Excellence in Professional Service.
Linda Frank serves as the Vice President for Institutions on the Council of College
and Military Educators (CCME) Executive Board. She is also the CCME liaison to the
National Association of Institution and Military Education Services (NAIMES).
Ms. Frank holds an M.A. in Social Policy with a concentration in Education Policy.
JOYCELYN GROOT
Dean of Military & Contract Education Programs, Coastline Community College
Nominated for Vice President of Institutions
Joycelyn Groot was recently named the Dean of Military and Contract Education Programs
at Coastline Community College. She has been employed with the Coast Community College
District, a 3-college district in Orange County, California for more than 25 years
and has been with Coastline for more than 10 years.
In her tenure throughout the district, Joycelyn has held several positions gaining
her vast experience and knowledge about the community college system. In her most
recent position, Joycelyn oversees military and corporate/workforce education programs
locally, nationally, and internationally. She was recognized for her leadership
when she was named Coastline’s 2007 Manager of the Year. The programs she oversees
have received numerous awards both in the military and corporate arenas. Joycelyn
is serving her 3rd year on the CCME Board, and also serves on the GoArmyEd Advisory
Board, and the ACE AARTS/SMART Advisory Committee.
She lives in Irvine, California with her two daughters, Megan 21 and Kelsie 15.
MICHAEL HEBERLING
President, Baker College Center for Graduate Studies
Nominated for Secretary Elect
Dr. Michael Heberling is President of the Baker College Center for Graduate Studies.
He would like to become the secretary so that he can be more actively involved in
the CCME organization and its operations. This year he served on the CCME Agenda
Planning Committee for the Nashville Conference. He feels that he can make a significant
contribution to the CCME mission based on his extensive association with many facets
of military education:
He understands what it is like to be a military student. He received his bachelor’s
degree and officer commission at Cornell University through its Air Force ROTC program.
After attending three different graduate schools (as a result of PCS moves), he
finally obtained his master's degree from the University of Northern Colorado using
the GI Bill while stationed at Ellsworth AFB and assigned to the 77th Bomb Squadron.
He then received a PhD degree through an Air Force-sponsored doctoral program at
Michigan State University.
Dr. Heberling has been a military institution administrator. At the Air Force Institute
of Technology [AFIT], he served on the faculty, as a program director and as a department
head. He retired from the Air Force after his AFIT assignment as a Lieutenant Colonel.
He also has extensive civilian institution administrative experience dealing with
military students. As President of the Baker College Center for Graduate Studies,
Dr. Heberling is responsible for all of the graduate programs, three of which are
offered online: the Master of Science in Information Systems, the MBA and the Doctor
of Business Administration. There are over 500 military students attending Baker
College.
L. DIAN STOSKOPF
Senior Advisor, Indtai, Inc. and Academic Explorer
Nominated for Secretary Elect
L. Dian Stoskopf was a distinguished Army leader in the Department of Defense Voluntary
Education Program serving U.S. Army troops faithfully as their Director of the Army
Continuing Education System (ACES) from January 1997 until her retirement from government
service in 2007. Ms. Stoskopf recently joined Indtai, Inc. and Academic Explorer
as a Senior Advisor where she advises and counsels senior management on a broad
range of military education and related information technology matters, and spearheads
the development of new education counseling and technology initiatives. Ms. Stoskopf
previously served as a Principal within the Technology Management Services – Defense
Services and Solutions for ICF International, Fairfax, VA.
Ms. Stoskopf has made an indelible mark on her profession. Her experience is broad
and diverse. She promotes lifelong learning opportunities and sharpens the competitive
edge of adult learners through education. A few of her accomplishments and recognitions
are detailed below:
In response to a 1999 request from the Secretary of the Army to develop an educational
program to attract new recruits to the Army, Ms. Stoskopf envisioned eArmyU, a program
that uses technology to enable soldiers to complete degree requirements online,
“anytime, anyplace”. Serving over 79,000 active soldier participants, eArmyU revolutionized
Army education and served as a premier online learning program for a new generation
of soldiers. The program received 15 awards for innovation and effectiveness. Ms.
Stoskopf advanced the eArmyU model and applied it to the resource-intensive process
for issuing tuition assistance (TA) dollars. The eArmyU model became the basis for
a centralized, standardized TA management system that launched in 2006 at
www.GoArmyEd.com. GoArmyEd brings TA benefits to a wider
range of soldiers 24/7, resulting in less time away from duty and visibility for
real-time management of TA funds across the Army. GoArmyEd services over 150 colleges
and universities and provides over 186,200 soldiers the opportunity to enroll in
over 297,100 college courses annually. It also won two awards shortly after implementation.
Ms. Stoskopf received the highest civilian award for peacetime service, the Decoration
for Exceptional Civilian Service. She has also received the Commander’s Award for
Civilian Service (2), Superior Civilian Service Award, and the Commendation Certificate
for Operation Desert Shield, sponsored by Headquarters Department of Army; Lifetime
Achievement Award and the John Brian Service and Leadership Award sponsored by the
Council of College & Military Educators; Kathryn G. Frost Award for Exceptional
and Innovative Leadership in Continuing Education sponsored by the Commission on
Military Education and Training/American Association of Adult and Continuing Education;
and the James F. Nickerson Medal of Merit, sponsored by the American Association
of State Colleges and Universities.
Ms. Stoskopf is a native of Great Bend, KS. She earned her Bachelor of Science degree
in 1964 at Kansas State Teachers College, now Emporia State University, Emporia,
KS, and earned her Master of Science there in 1965. Ms. Stoskopf is a Hopkins Fellows
in Change Management, Johns Hopkins University, Baltimore, MD, holds a Certificate
of Advanced Graduate Studies – Human Services, Boston University, Boston, MA, and
is a graduate of Army Management Staff College, and Management of Life Long Education,
Graduate School of Education, Harvard University, Boston, MA.
